Suzanne has extensive experience in the management of national property tax engagements and jurisdictional expertise. With deep relationships and expertise throughout Atlanta and North Carolina, Suzanne brings with her a focus on income-producing properties across a broad range of properties. Additionally, Suzanne has appeared as a speaker on various property tax-related topics for Ryan clients, law firms, and other members of the commercial real estate community. She currently serves as President Elect, Vice President Diversity, and Treasurer for NAIOP Georgia.

Debbie Askins

Director

Debbie Askins brings almost two decades of experience serving real estate property tax clients throughout the U.S., with a demonstrated history of success in real property tax consulting. She has significant experience in client management with some of the largest firms, real estate valuation of a variety of property types, property tax appeals, negotiation, and project management. She is experienced in building and leading teams, including identifying, mentoring, and motivating key players for projects. Debbie earned a Master of Business Administration degree from the University of Georgia, Terry College of Business and is currently pursuing her Certified Member of the Institute (CMI).

Hailey Garrett

Senior Manager

Hailey specializes in providing commercial real estate property tax consulting services to clients across a variety of property types and jurisdictions. She has property tax experience across the entire state of North Carolina and handled a broad range of property tax appeals in Mecklenburg County in the 2019 revaluation. Hailey served on the board of the Association of Young Real Estate Professionals (AYREP) and holds a Bachelor of Business Administration degree in real estate and Certificate of Legal Studies from the University of Georgia.

Suzanne Hood

Senior Manager

Suzanne Hood provides commercial real estate assessment reviews, appeals, and pre‐acquisition due diligence services in the states of Alabama, Florida, Georgia, North Carolina, and South Carolina. She is a former Division Director of Property Tax for the Gwinnett County Tax Commissioner, where she directed multiple operational levels of staff; managed IT projects, initiatives, and maintenance; oversaw and participated in the analysis of management information; managed tax bills, collection, and disbursement; managed the external vendor process; and developed and administered budgets. She also previously held various management positions at the Gwinnett County Tax Commissioner, including Senior Tax Business Manager, Branch Manager, and Assistant Branch Manager. Suzanne holds a certificate of Local Government Management from the University of Georgia and is a certified Local Government Finance Officer at the University of Georgia, Carl Vinson Institute of Government.

Kevin Baker

Manager

Kevin has more than 28 years of experience in the property tax and real estate industries. Kevin’s appraisal knowledge, property tax valuation experience, and familiarity with local tax assessors provide immediate benefits to property owners’ taxation concerns. Kevin represents the property tax interest of more than $9.5 billion in total property value in the states of North Carolina and South Carolina. As the former State of Georgia Certified General Property Appraiser, he successfully presented property tax appeals of proposed values for hundreds of properties throughout North and South Carolina. In addition, Kevin is a former commercial appraiser for the Gwinnett County Assessor’s Office.
